Danger of the Re-emergence of Terrorism in Iraq Followed by Political Disputes

Strategic Council Online – Interview: Having stated that the recent movements in Iraq show that ISIS has a serious presence in regions among Kirkuk, Diyala and Salah-Adin provinces, a university professor said:” with mounting dissatisfactions in Iraq and the weakness of the central government in the country, the possibility to recruit forces and re-organization by ISIS as well as other terrorist groups will increase.

Dr. Davood Ahmadzadeh in an interview with the site of Strategic Council on Foreign Relations referred to the incidents that took place in Syria and Iraq within the recent days and horrific attacks against Iraqi army in Diyala province, warned about the possibility of re-emergence of terrorism and ISIS reactivation in these regions. He added:” Unfortunately, it seems that the ethnical and religious gap that came to existence during post-2011 years in Iraq continues to yawn. It was supposed that security and stability would establish in Iraq after holding the election and withdrawal of the U.S. forces. But due to disputes that exist among political and ethnical groups in Iraq, political integration was not formed in the country”.

Having stated that share demanding by different political groups in Iraq has been heightened, he continued:” in 2014 too, ISIS progressed in Iraq in the light of political disputes. Now, the presence of the U.S. forces in the region, particularly in Iraq and Syria, is also one of the factors of the deployment of Tekfiri groups, especially ISIS. Despite the slogans raise by the Americans to fight against extremist groups, the groups are emerging and appearing in the regions of Al-Shams and it seems that they are going to be employed to carry out some plans”.

The university professor referred to the transfer of ISIS prisoners from Hassakeh to Iraq under blanket management of the U.S. forces and added:” Attack to Hassakeh prison by ISIS militia is considered to be the biggest attack since the fall of Caliphate of the group. The individuals were mostly ISIS ringleaders. The attacks that carried out in Diyala and Baghdad led to the killings of Iraqi soldiers were made after the transfers. Recent movements show that ISIS has serious presence in regions among Kirkuk, Diyala and Salah-Adin provinces”.

He considered as definite the cooperation among Western countries to return ISIS terrorists and their families who are in prisons and camps in the Northeastern of Syria to Iraq and emphasized:” increasing number of ISIS members in regions of Al-Anbar province is the result of the U.S. forces ignorance who are stationed in Al-Tanf Base, Syria for infiltration of ISIS members that shows they had been organized. Now, with mounting dissatisfactions in Iraq and the weakness of the central government in the country, the possibility to recruit forces and organizing these groups will increase”.

Having underscored that survival and continuation of presence of the U.S. forces in Iraq and Syria is subjected to the existence of ISIS, Ahmadzadeh said:” Despite some declared policies and the slogans being chanted concerning the U.S. decision to withdraw from the Middle East, we do not witness such a policy in the region and the U.S. continues to show that the is unsecure in order to ask the Iraqi government to guarantee the presence of its forces”.

The analyst of West Asia affairs referred to the necessity of consensus among political groups in Iraq and their frightened feeling about the return of terrorist groups in case the political disputes continue. He added:” Unfortunately, after the fall of Saddam we have not witnessed a government that can apply a full integration in political and economic power, and can exercise complete sovereignty and independence. Now, with the existence of a fragile authority, due to share demanding of different political groups and also persistence of profound disputes between Erbil and Baghdad, ISIS has managed to exploit some vacuums in the Capital and Kurdistan to launch operations again”.

He pointed out to the tensions after holding the recent election as well as prolongation of setting up process of a powerful government and said:” in such a situation, the weakness and fragility of the government will cause the interventions of alien forces and emergence of internal corruption at military, economic and political dimensions that prepares the ground for further interventions and operational plans of extremist groups as well as ISIS to strike the central government”.

The university professor referred to critiques of some political groups about the lack of resolute determination to confront with terrorism and ISIS and their cleansing. He underscored:” if political groups prefer national interests to party interests and bow to the demands of Iraqi people and we witness a far-reaching government and reducing disputes, then these are good indications to suppress ISIS and to expedite the withdrawal of the U.S. forces”.

Ahmadzadeh continued:” the continuation of disputes and fragility of the government paves the ground for further insecurity, particularly in border regions and conceives a pessimistic scenario in which incidents like re-expansion of Tekfiri operations, especially ISIS and the opponents of the central government will take place. On the other hand, prepare the conditions for interventions of some Arab states of the region as well as the presence of the U.S. forces”.

The expert of the West Asia affairs pointed out to the warnings issued by the United Nations Secretary General who said ISIS threat is increasing in some countries including Syria. He said:” Unfortunately, ISIS is organizing itself in rural and desert areas. In order to escape from Iraqi and Syrian military forces, they exploit security blind spots and keep going back and forth along Iraqi and Syrian borders”.
